Former CTV weatherman found not criminally responsible for harassment charges

Former CTV weather forecaster JJ Clarke has not been found criminally responsible for three charges of harassment, his lawyer says.

Clarke, whose real name is Ron Rowat, was… arrested in January 2021 and originally faced seven charges related to three complainants.

The allegations against the 66-year-old, which have never been proven in court, include stalking, threatening and harassing an Ottawa Valley woman. Four of the charges were later dropped.

Rowat was initially found fit to stand trial in October, but his lawyers have asked for a reassessment to determine whether he can be held criminally responsible for his actions.

On Wednesday, after the submission of a thorough report by a forensic psychiatrist, a judge ruled he couldn’t be, his attorney Lawrence Greenspon told CBC.

‘Very happy’

“He’s very happy, very happy to be out of the criminal justice system and into mental health,” Greenspon said.

“The experts at The Royal Ottawa [Mental Health Centre] have judged him extensively and determined that at the time these crimes took place he was not, as they used to say, of sound mind.”

The Ontario Review Board, which has jurisdiction over people who have not been found criminally responsible for mental health problems or medically unfit to stand trial, will now take over Rowat’s case, Greenspon said.

A hearing is likely to take place in the coming months, he added.
